Can we get power of attourney of our childs money?

He is 18 yrs, has mental issues and spends his social security money as soon as he gets it. He is currently living in a homeless shelter (cant live at home because of past issues), and refuses to look for work. We’ve been asking him to save his money so he can get a place close to our community college,and go to school with grants he is eligible for, which he does want to do. but the money is gone within days, and next month will be 400 $ less because of bank overdraft charges. We have offered to have a joint account with him but he refuses. He feels he is an adult now and should be in control of his finances but he simply cannot manage his money himself, and if we cant help him do it he will remain homeless , jobless and not in school. Please help with any ideas.
