how do I owe money on visa debit card?

Several months ago I used a visa debit card that was linked to my savings account to pay a utility bill over the phone. I expected that only my balance would be used but was able to pay the whole lot (an extra $300) which was not even in my account. The bank immediately started piling on charges and now I owe about $700. How is it that this could happen? Anyone know what my rights are?
